PROPERTY OWNERS OF THE RESERVE (PORI)
2006-2007 ACCOMPLISHMENTS Turnover of the Master Association to the Owners by December 31, 2007
Elimination of micrositing on private lots.
Kolter will file a "substantial deviation" to formally eliminate micrositing on private lots.
Four 2 acre parks for the children of the Reserve
Elimination of the construction of 160 more homes.
Planting of 1500 pine trees 4 to 8 feet tall along the eastern perimeter of the community boundaries.
Permanent protection of the Gopher Tortoise/Red Cockaded Woodpecker preserve.
Preservation of over 100 acres of Pine Flatwoods habitat surrounding two beautiful small lakes.
A two acre site for a County Fire Station within our DRI
Increased communications with residents via email blasts, web site updates, and newsletters.

2005-2006 ACCOMPLISHMENTS
Obtained 24/7 Operation of the West Entrance Gate
Filed legal action (Petition) with St. Lucie County's Courts to gain review of PGA Village Property Owners Association financial records in accord with state statutes.
Maintained PORI web site to keep community informed of significant issues/actions, including Emergency Notifications.
Partnered with PGA for exhibit at the County's 100th Birthday Celebration at the St. Lucie County Fair Grounds.
Accomplished placement of a U.S. Postal Service mailbox at the East Gate entrance to provide a secure mailing location.
Worked with Developer to review/establish operating requirements for the community's Security workforce.
Developed major strategy and led public input to the County Commission in defeating the proposed FPL Coal-Fired plant for St. Lucie County.
Established the Preservation Committee to inform the County and Treasure Coast Regional Planning Council of apparent non-compliance with the upland habitat requirements with the Reserve (n.k.a.PGA Village) DRI.
Established a Communications Committee to pursue dialog with media contacts and implement a community Cable TV Channel
Coordinated two Hurricane Preparedness Seminars.
Coordinated a Safety and Security Seminar
Sponsored a Turnover Preparation Seminar for the Neighborhood Presidents. Speak to your President about the details.
Continued to raise community concerns over streetlighting and power failures for Developer's discussions with FPL.
Accomplished Developer publishing dates of PGA Village Master Association Meetings with locations on site.

2004-2005 ACCOMPLISHMENTS
NEW FOR 2005 Helped to defeat the FPL proposed coal-fired power plant.
COMMUNITY ISSUES Blocked connector roads to Verona -no through traffic to Montage on Champions Way via The Lakes (and Kingsmill) after 4/2006 -emergency access only from Saddlebrook to Montage -no spec/model homes on Saddlebrook -entire County Commission visited PGA Village for personal view of connector road issues
Secured legal agreement that City of PSL would not annex PGA Village in future
Sewer plant settlement with City of PSL included concessions from city on noise, operations, staffing, lighting, odor and water quality
Kolter agreed to build Village Parkway asap
PGA Village density reduced from 4,100 to 3,200 units
Formed committee to research issues with proposed FPL coal burning plant
Coordinated community meeting with FPL officials on electrical outage situation
MASTER ASSOCIATION/KOLTER Formed Review Committee and filed for mediation to obtain 2002-2004 financial records of Master Association.
Continued discussions with Kolter on setting date of turnover and appointment of resident(s) to Master Association Board
Established Enforcement/Compliance Committee to enforce covenants and regulations, including traffic and safety rules
Dreams Park: initiated discussions with County Commission and Kolter on ownership of land, natural habitat, use of land by City, etc.
Delayed implementation of Master Association Amendment #9 to require local associations to collect and be liable for Master Association dues of residents
Achieved increased hours of operation of West Gate and Legends/Reserve Park Trace Gate
Established Security Committee and worked to improve quality of all PGA Village security and gate operations
Coordinated pre- and post-hurricane issues with Kolter and Lang COMMUNICATION WITH MEMBERS
Increased PORI membership to representation of over 1,100 units
Began quarterly meetings with Presidents and representatives of local neighborhood associations
Increased effectiveness of PORI Board of Directors by reorganizing into 9 member Board, elected at-large
Held PORI annual meetings in 2004 and 2005, each attended by over 400 residents
Conducted survey of significant community issues
Increased communications with PORI members and residents: -established PORI website (www.pori.info) -improved content and format of newsletters -sent email ˇ§blastsˇ¨ to PORI members on important community issues
POLITICAL ACTION
Increased political activity of PORI and residents -sponsored candidate forum for County Commission election -increased voter registration and voter participation -met with key state senator on local issues
Continue to build relationships with County Commissioners
Monitor City Council and County Commission meetings

Secure representation on Master Association Board of Directors
Identify with Kolter specific date of turnover and/or events leading to turnover
Obtain and review Master Association financial statements from 2002-2004
Research Master Association budget process and specific budget line items
Increase effectiveness of all security operations
Achieve significant increase in PORI membership
Continue to enhance and improve communications with members
